When Paramatma Who is beyond Gunas, Who is Formless, is with Maya – Adishakti, does creation, sustenance and destruction. When He is with Maya, He takes form of Ishwar. He becomes Brahma, Vishnu, Mahesh. As Brahma He creates the Whole Nature – Universe. As Vishnu, He becomes Nourisher of this Nature and does sustenance. As Mahesh He effects the destruction. These, Creation, Sustenance, and Destruction is effected only when Paramatma is with Adishakti. Without Maya – Adishakti Paramatma does not appear as Ishwar. Ishwar is the God of all the Gods.
Ishwar is only witness to whatever is happening in the nature. He is only witness to the creation, sustenance and destruction. He is not involved in any of these things happening in the Nature. He is observer of everything. (It is not like human observation or human witness. Human observation is tinted with umpteen numbers of attractions, attachments and notions embedded in Buddhi. This witnessing is simply about what is happening.)
Ishwar, Sarveshwar, effecting the three states of Creation, continuance, and Destruction, when He is with Maya; and remaining uninvolved, being only a witness is known as Shabal Brahm… 2
